TECHNICAL OFFICER - METROLOGY
CARICOM REGIONAL ORGANISATION FOR STANDARDS AND QUALITY

The CARICOM Regional Organisation for Standards and Quality (CROSQ) intends to award a service contract for an expert in Metrology (Technical Officer –Metrology) to support the development of regional metrology standards, coordinate Metrology activities within the Region on behalf of CROSQ and assist in the development and coordination of scientific, legal and industrial metrology, including regulations, and associated training\seminars.

The position provides for engagement for a period of 2 ½ years. However, the contract will be for a period of 12 months in the first instance. Assigned duty station Barbados, in the Caribbean. Financial assistance for this contract is provided by TradeCom Facility.

REQUEST FOR EXPRESSIONS OF INTEREST

CONSULTANCY FOR BUILDING INSTITUTIONAL MANAGEMENT CAPACITY
Loan No.1948/OC-BA - MODERNIZATION OF THE BARBADOS NATIONAL STANDARDS SYSTEM PROJECT
DIVISION OF TRADE, INDUSTRY AND COMMERCE

  1. The Government of Barbados has received a loan from the Inter-American Bank (IADB) toward the Modernization of the Barbados National Standards System Project and it intends to apply part of the loan funds to procure consulting services for which this request of expression of interests is issued.


  2. The objective of the consultancy will be to strengthen the institutional management capacity of the Barbados National Standards Institution (BNSI) in all major functional areas - planning, internal control, financing, and human resources.


  3. The services are expected to be undertaken over a period of one hundred and eighty (180) calendar days and include the:

The Government of Barbados, through the Project Coordination Unit, Modernisation of the Barbados National Standards System Project, Division of Trade, Industry and Commerce, now invites eligible Firms from IDB member countries with experience in building institutional management capacity to submit their Expressions of Interest with respect to providing the required services.


  5. Interested firms must provide information indicating that they are qualified to perform the work. Information should include work experience in Barbados or the Caribbean region and knowledge of the national and regional quality standards infrastructure; experience in projects of similar scope, complexity and technical specialisation (description of similar assignments); competence in English; financial capability to undertake the consultancy; availability of appropriate skills among staff; and other relevant information.


  6. A short-list of no fewer than three (3) and no more than six (6) firms indicating interest will be invited to submit proposals. Selection of consultants will be in accordance with the procedures set out in the Policies for the Selection and Contracting of Consultants Financed by the Inter-American Development Bank.


  7. The successful applicant will be required to enter a contract drawn up by or in a form approved by the Solicitor General or another Legal Officer in the Public Service who has received the Solicitor General’s approval. A surety for the due performance of the contract will be required by one of the methods listed below:-
  8. All corporate applicants must include with their application a copy of the company’s Certificate of Incorporation as evidence of the fact that the company is an existing registered company as at the date of the application. The Certificate must be in the name of applicant.


  9. Where the Certificate of Incorporation has not been submitted at the date of opening, the applicant will be given a maximum of two (2) weeks to meet this obligation. Failure to submit the Certificate of Incorporation within the extended period would render the application void.


  10. Local applicants are advised that the Certificate of Incorporation referred to in the above paragraphs means a Certificate of Incorporation issued under the 1985 Companies Act of Barbados or where applicable a Certificate of Amendment. Certificates must be dated after December 31, 1984.


  11. APPLICANTS SHOULD BE AWARE THAT THE LABOUR CLAUSES (PUBLIC CONTRACTS) ACT CAP. 349 SHALL, IN SO FAR AS THE SAME IS APPLICABLE TO THE TENDER APPLY TO ANY CONTRACT MADE IN RESPECT OF THE TENDER. FULL DETAILS OF THE CONDITIONS OF THE ACT, CAP. 349 MAY BE OBTAINED FROM THE CHIEF LABOUR OFFICER, LABOUR DEPARTMENT, 2ND FLOOR, EAST WING, WARRENS OFFICE COMPLEX, WARRENS, ST. MICHAEL, BARBADOS. APPLICANTS SHOULD SUBMIT THE CERTIFICATE REQUIRED BY PARAGRAPH 3 OF THE SCHEDULE TO THE ACT WITH THEIR TENDER.

Applications are invited from suitable qualified persons in the Region to fill the position of Technical Officer - Standards with assigned duty station in Barbados. This is a CROSQ Fixed Term appointment.

The Technical Officer-Standards shall be an officer of CROSQ Secretariat and shall be responsible for the technical work of CROSQ in regional standards development, harmonisation and implementation including facilitating the development and training associated with standards infrastructure.
